Is a new non-teaching employee of DepEd, hired during the current year, entitled to uniform and clothing allowance?

Question: Good Evening, I have inquiry regarding UCA or Uniform/Clothing Allowance. I was hired in DepEd as admin assistant II with plantilla item on Jan. 27, 2020. I did not have it last May since I was only almost 4 months in service. Now this July I reach the 6 months of service, can I still claim or avail the clothing allowance even if it was already released in May for those permanent employees, thank you for the response, God bless us all. Is an employee hired on January 3 and 4 entitled to Uniform and Clothing Allowance (U/CA)?

We always encounter the “4-month service requirement” when granting bonuses and allowances. For instance, the grant of Year-End Bonus (YEB), Cash Gifts, Mid-Year Bonus (MYB), and Productivity Enhancement Incentive (PEI), require among other conditions, that “personnel must have rendered at least a total or an aggregate of four (4) months of service from a certain period of time.” But what about the service requirement for the grant of uniform and clothing allowance (U/CA), especially for the new employees hired during the current year? Updated Rules and Regulations on the Grant of Uniform and Clothing Allowance (U/CA) to Civilian Government Personnel

All civilian government personnel occupying regular, contractual, or casual positions; appointive or elective; rendering services on full-time or part-time basis may be granted U/CA subject to the provisions of BC No. 2018-1 or a newer Circular issued for the same.
