Magandang balita para sa mga government officials na awtorisadong tumanggap ng Representation Allowance (RA) at Transportation Allowance (TA) sapagkat ito ay bahagyan lumaki o nadagdagan ayun sa General Provisions ng 2024 General Appropriations Act (GAA).
Ano ang RATA?
Ayun sa Department of Budget and Management (DBM), ang RATA ay collective term ng Representation Allowance (RA) at Transportation Allowance (TA). Ang dalawang allowance na ito ay ibinibigay sa piling government officials para tustusan ang gastusin na incidental sa aktwual na pagtupad ng kanilang mga tungkulin sa gobyerno.
Sino-sino ang pwedeng tumanggap ng RATA?
Ayun sa General Provisions ng 2024 GAA at National Budget Circular No. 548, s. 2013, ang mga sumusunod na government officials ay maaring makatanggap ng RATA:
– Department Secretaries and those of equivalent ranks
– Department Undersecretaries and those of equivalent ranks
– Department Assistant Secretaries and those of equivalent ranks
– Bureau Directors, Department Regional Directors and those of equivalent ranks
– Assistant Bureau Directors, Department Assistant Regional Directors, Bureau Regional Directors, Department Service Directors, and those of equivalent ranks
– Assistant Bureau Regional Directors and those of equivalent ranks
– Chiefs of Divisions identified as such in the Personal Services Itemization and Plantilla of Personnel and those of equivalent ranks
RATA para sa LGU Officials
Samantala, ang mga local government officials na maaaring makatanggap ng RATA ay makikita sa Annex A ng Local Budget Circular No. 103.
Increased RATA Rates for FY 2024
Ayun sa Section 64 ng General Provisions ng 2024 GAA, ang RATA Rates simula sa taong 2024 ay ang sumusunod:
A. ₱15,500 for Department Secretaries (up by ₱1,500 from last year);
B. ₱12,500 for Department Undersecretaries (up by ₱1,500 from last year);
C. ₱11,500 for Department Assistant Secretaries (up by ₱1,500 from last year);
D. ₱10,000 for Bureau Directors and Department Regional Directors (up by ₱1,000 from last year);
E. ₱9,500 for Assistant Bureau Directors, Department Assistant Regional Directors, Bureau Regional Directors, and Department Service Chiefs (up by ₱1,000 from last year);
F. ₱8,500 for Assistant Bureau Regional Directors (up by ₱1,000 from last year); and
G. ₱6,000 for Chief of Divisions, identified as such in the Personnel Services Itemization and Plantilla of Personnel (up by ₱1,000 from last year).
Ang rates na nasa itaas ay rate para sa RA at TA, ibig sabihin, kung ang rate para sa Department Secretary ay ₱15,500 ang kanyang RATA per month ay ₱31,000. Ibig din sabihin nito, tumaas ng ₱3,000.00 ang RATA ng Department Secretaries mula last year.
Conditions on the Grant of the Increased RATA Rates for 2024
Ayun pa din sa Section 64 ng General Provisions ng 2024 GAA, ang mga sumusunod ay ang mga general conditions sa pag grant ng RATA simula 2024:
– The transporation allowance (TA), whether in full or partial amounts, shall not be granted to officials who are assigned or who are actually using government motor transportation. Officials who are assigned government motor transportation, but are not able to use said vehicle for justifiable reason, as determined by the DBM, may be granted TA during the said period;
– The RATA of local geverment officials who are of equivalent rank to the foregoing officals, as determined by the DBM, shall be at the same percentages of the salary rates authorized for their corresponding income classification in accordance with Section 10 of R.A. No. 6758 and subject to the Personnel Services limitations under Section 325(a) of RA. No. 7160;
– No amount of RATA, whether commutable or reimbursable, which exceed the rates authorized may be granted to the aforesaid government officials. All previous administrative authorizations inconsistent with the updated rates for 2024 and these conditions are no longer and payment shall not be allowed;
– Further, the grant of RATA shall be consistent with the pertinent provisions of NBC 548 (for the National Government Agenciea) and LBC 103 (for Local Government Units).
