Sa office kabibigay lng ng percentage of completion sa Infra project.naningil na ng retention kahit wla pang Acceptance at Inspection.

Sa previous office ko may ganitong division eh hahaha yung tipong para hindi mo na icheck yung mga supporting docs kasi may... 🫢🫢🫢

Un kasi tlga.. the Wide Latitude of Discretion that seems to be unquestioned and unending.

In the end kahit basta na meet lang minimum rating, sya na iaapoint kasi sya gusto... Anong silbi ng selection. Oh di ba... Yan ang stado ng kalakalan ng serbisyo sibil.

Kaya hindi makaahon ahon ang Pilipinas dahil sa sobrang pulitika sa mga local govt units. Kaya kahit ano pang galing ng mga nakaupo kung crippled ang mga offices dahil mas madaming unfilled positions sa plantilla kesa sa mga permanent na naappoint dati pa. Pati hiring ng casual at cos employees kadalasan pulitika ang dahilan kasi nga pinangako ng nanalong kandidato sa leader nya sa isang bgry na kapag nanalo sya, bibigyan ng work si ganito ganyan kaya imbes na ang mga nasa offices eh ung talagang kailangan ng office na specific skill o expertise, hindi na ito narerealize. Kaya hirap makaperform ng husto ang mga opisina kasi mas madalas na nakakapag appoint ng mga employees na redundant na ang trabaho. Hindi natin masisisi ang mga leaders dahil yan na ang kinagisnan nila pero hanggat itotolerate ito ng tao, imbes na public service ang maideliver eh service for as long as nanalo ka sa brgy nila. If we allow too much politics in the govt service, governance in the Philippines will always be a game of politics. Hindi ko po nilalahat pero sure ako na sa lahat ng lgu ito ang nagaganap. Kaya dapat mainvolve ang taong bayan sa lahat ng adhikain ng gobyerno at di lang tuwing election na nagkakaron ng halaga. Dapat may takot ang mga nakaupo sa tao hindi ung sila ang kinatatakutan. Chain reaction lagi lalo kung mas maraming ngang mabuting tao sa mundo pero tahimik at hinahayaan na mangyari ung mali, magwawagi talaga ang kasamaan. Kahit man ganito; naniniwala ako sa puso ko na balang araw matututo din tayong mga tao.

thats why HR has no power whom to recommend para everybody can move especially sa mga napaglipasan na ng panahon at wala man lng movement sa kanilang position.

Dapat kasi ung mga heads of offices at mga permanemt employees ituro din kung ano nasa batas at wag makunsinti porke boss si mayor etc. Naglolokohan lang tayo if hayaan na mapulitika sa masamang paraan ang mga govt offices. Balansehin ang pulitika at public service and lets face the truth. Hindi tayo umuusad not until all of us will change and act consistently.

Kaya di globally competitive government natin dahil sa nepotism.

Although the appointing authority has the so called management prerogative, being number 1 in the examinations does not guarantee desired output in the job. In the interview, one can assess an attitude that can negate the academic excellence one has. Am sure many of us can relate and have experience this situation.

At the end of the day, the appointing authority will work with the appointed kaya he or she will choose someone who has his or her trust and confidence. Anyone who has held a management position understands.

Kaya dapat solely nasa psb ang decision making. Hindi sa appointing authority. kaya hindi competent ang government natin kasi hindi based sa merit ang promotion/hiring, its whom you know, connection, backer. Sad reality 🥲

I beg to disagree. The wide latitude of discretion of the appointing authority is not absolute. It should still be within CSC Rules. Not only meeting the minimum QS is its basis but also the strict observance of the selection process. If not followed, even if unintentional, then the legality of the decision may be questioned, however rightful.“A right should never ever be misconstrued as the freedom to do wrong.”

And that’s because of the TRUST AND CONFIDENCE.

This is true.. I have a friend.. she served for 10 years and waited for the right time to be appointed.. but sad to say, they appoint the one with a year of experience without know how when it comes to the work load of the position.. hoping for the best..

Tama lang yan, pwede lang seguro ma improve kung gagawing within top 3 lang para malimit ang discretion. At gawan ng specific rules yong point system sa ranking esp interview para hindi nanenegate yong ibang factors kasi tinaasan yon gap ng score sa interview and other screening process na subjective minsan ang pag grade. Hindi rin pwedeng porke no 1 ka eh dapat sya na. May number 1 din naman na ang sama naman ang ugali, cannot work with others or alam ng lahat na kurakot pero matalino. Yong iba feeling entitled kasi no 1 daw pero minaniobra naman, so useless din. Pero vise versa pwedeng ang no. 3 ang may problema pero sya pa pinili. Double-edged sword ang system. The quality of the appointee depends on the quality of the screening committee/board, recommending authority and the appointing authority.

This is the reality.. however, observe the CSC rules on appointment and check whether or not there is abuse of authority in their exercise of their wide latitude of discretion as appointing authority
