Can government officials/employees who are entitled to RATA claim overtime pay?

Sender: Hello po. An acting Budget Officer with SG 22 who claims RATA, performs duty of a Department Head, renders overtime work and demands for overtime pay. Is this a valid claim? The person, if not paid, will never render OT and not inclined to be compensated thru Compensatory Time Off.
