Is an employee who will retire during the current year still entitled to uniform and clothing allowance?

Q: Good day! Tanong ko lang po regarding clothing allowance. How to compute po if si Teacher will retire on September? Is he/she entitled to clothing allowance? or proportionate only? And how to compute po if it is proportional only?
