When does hazard pay become non-taxable?

Question: Admin pahelp naman po, kasi nagtanong po kami sa BIR dito sa province, ang sabi po non taxable ang hazard pay. Pero under RR 11-2018, taxable po ang hazard. Nagkakagulo na po ang budget, HR at accounting namin kasi nadeductan po ng tax ang hazard pay at ngayon dahil sa sinabi ng BIR gusto nilang ipaalis yung deduction. Ano pong suggestion niyo dapat gawin ng Accountant namin? Thank you po. Are Electric Cooperatives exempt from withholding taxes?

Question: Are Electric Cooperatives exempt from withholding taxes (Income and VAT)? We have agencies who are not withholding taxes from their payments to the same Electric Cooperative telling that the Co-op told them that they are exempt. Please share relevant rules/regulations.
