The Local Government Code of 1991 provides that, barangay officials shall be compensated in the form of honorarium at an amount not less than P1,000 per month for the Punong Barangay and P600 each per month for the Sangguniang Barangay members, Barangay Treasurer and Barangay Secretary.

Under Local Budget Circular No. 63, the maximum honorarium rate is equivalent to SG-14 for the Punong Barangay and SG-10 for the other officials. How can this be increased?
The first step of SG-14 and SG-10, as the case may be, are the maximum honoraria allowed for barangay officials. The rates can be increased only when:
a. A general salary adjustment for all government employees is granted, or
b. A specific legal basis is issued by competent authority upgrading the salary grade equivalence of the said barangay officials.The implementation of the authorized increase shall be subject to the availability of barangay funds and the pertinent budgetary rules.
Basta hindi bababa sa P1,000.00 ang Barangay Captain at P600.00 sa Barangay Kagawad. Pero under Local Budget Circular No. 63 maximum honoraria is based sa SG 14 para sa Barangay Captain at SG 10 para sa Barangay Kagawad ng munisipyo ninyo. Dun talaga basis ng honoraria under sa Local Budget Circular No. 63.

Ang halaga po ng honoraria na pwedeng ibigay sa mga barangay officials ay depende sa laki ng income ng barangay na pangunahing binubuo ng IRA [Internal Revenue Allotment] o NTA [National Tax Allotment]. Mas malaki ang income, mas malaki ang pwedeng ilaan sa honoraria.
Kwentahin po muna ang PS cap. Ito po ay 55% ng actual income ng barangay mula sa regular sources (IRA/now NTA + RPT Share + Other Local Sources) ng nakalipas na dalawang taon. Halimbawa, kung 2022 po ang budget year, 2020 actual income po ang basehan.
Ang PS cap po ang hangganan ng pwede nyong i-budget para sa pang-sweldo, bonus, cash gift, monetization at iba pang benepisyo ng lingkod-barangay, elected o appointed, kabilang na po ang honoraria.
Ngunit may mga tinatawag po tayong waived items. Ito yung mga personnel services (PS) items na hindi ibinabangga sa PS cap tulad ng cash gifts, monetization at year-end bonus (P1,000.00 sa kapitan, P600.00 sa kagawad). Ang mga ito ay ibinabawas sa kabuuan ng PS na ibabangga sa PS cap.
Ang net PS po ay dapat hindi lumampas sa PS cap.
Ito po ang pangunahing konsiderasyon sa pagtukoy ng halaga ng honoraria ng barangay officials.
