IMO, ke bonded or not, theft man or negligence, accountable pa rin. Fidelity bond is not to establish accountability, but it’s just para may marecover na amount later on yata. If ayaw ng matagal na process, bayaran or deduct sa payroll. If naman magrequest ng relief, mejo malabo, matagal at mahirap na proposition kc kahit nga theft e need mo pa ring patunayang ginawa mo lahat para lang maavoid yung theft. In short, napakaliit ng chance na nagagrant ang relief.

As soon as the asset is lost, report agad po. if the lost is valid, can get approval from the head of agency for relief pero kung hindi will be paid by the accountable person base on replacement cost..

Yes. Accountable siya Lalo na kapag may PAR at ICS sa kanya. Being bonded and being accountable officer are two different things po.
What you can do is i-report agad para makagawa agad ng relief request kay COA.
