Quick Guide: What is considered as actual work performance in the grant of RATA?

What is CONSIDERED as actual work performance?

For purposes of granting representation allowance and transportation allowance (RATA), the following instances are construed as actual work performance:

  • Public holiday falling on a workday;
  • Compensatory time-off (CTO) in accordance with Civil Service Commission (CSC)-Department of Budget and Management (DBM) Joint Circular No. 2, series of 2004, as amended;
  • Time-off from work charged against the five (5) days forced or mandatory leave in accordance with SC Memorandum Circular (MC) No. 41, series of 1998;
  • Special emergency leave for employees affected by natural calamities disasters, provided it is covered by a specific directive/resolution from the Office of the President (OP) or the CSC, as in the case of CSC MC No. 2, series of 2012, for those affected by typhoons Pedring, Quiel and Sendong; and
  • Suspension of work as declared by competent authority.
  • For officials/employees observing an eight-hour work day, undertime shall still be counted as a day of actual work performance.

What is NOT CONSIDERED as actual work performance?

On the other hand, the following instances are not construed as actual work performance for purposes of granting representation allowance and transportation allowance (RATA):

  • Vacation Leave with pay in excess of the five (5) days forced or mandatory leave;
  • Sick Leave with pay;
  • Maximum of three (3) days Special Leave Privileges in accordance with CSC MC No. 41, series of 1998;
  • Maximum of seven (7) days Paternity Leave in accordance with CSC MC No, 41, series of 1998;
  • Maximum of seven (7) days Parental Leave to Solo Parents in accordance with SC MC No. 08, series of 2004;
  • Maximum of ten (10) days Leave for Victims of Violence Against Women and their Children in accordance with SC Resolution No. 051206;
  • Maximum of sixty (60) days Maternity Leave in accordance with CSC MC No. 41, series of 1998;
  • Maximum of two (2) months Special Leave Benefits for Women under Republic Act (RA) 9710 in accordance with SC MC No. 25, series of 2010;
  • Maximum of six (6) months Rehabilitation Leave under CSC-DBM Joint Circular No. 1, series of 2006; and
  • Maximum of six (6) months Study Leave under CSC MC No. 21, series of 2004.

RATA Actual Work Performance (AWF) Schedule

The grant of RATA shall follow the following schedule:

25% of RATA – if AWF is 1 to 5 working days

50% of RATA – if AWF is 6 to 11 working days

75% of RATA – if AWF is 12 to 16 working days

100% of RATA – if AWF is 17 working days and more

The above schedule is not applicable if the government official entitled to RATA was issued or is using government motor vehicle in which case only the representation allowance (RA) shall be granted.

If the motor vehicle issued to the government official who is entitled to RATA is under repair or cannot be used for similar situation, and the official is not issued a replacement vehicle, he/she is entitled to transportation allowance as follows:
