Is the communication allowance of government officials and employees, if any, subject to tax (or is it taxable)?

Question: Hello,question lang po. Ang cellphone allowance po ba ay taxable? Allowance po na binibigay sa division chiefs and officials, as well as yung mga drivers and secretaries na need makipagcommunicate thru phone. Thank you.
