Is the grant of gratuity pay subject to availability of funds?

Question: Hello po. Yung gratuity pay po ba para sa mga contractuals during December ay based on Availability of funds or entitled po sila talaga makakuha nun?
Depende po sa nakasaad sa guidelines na ilalabas to support the grant. And also, magkaiba po ang contractual at contract of service (cos) in the government.

Gratuity pay, based on the guidelines issued in the past few years is for Contract of Service (COS), and Job Orders (JO); while SRI are for those with employee-employer relationship (permanent, temporary, contractual, casual) in the government. But still, even with the issued guidelines in the previous years, both SRI and gratuity pay is subject to the availability of funds. And Sir Dante Revamonte, is correct, it will all depend again on the issuance of guidelines relative to the payment and receiving of these benefits. Issuances of these benefits is every year-end and the implementation is only specific on the year it was issued.
