Question:
Hello po. I just want to ask po if a non-CPA is allowed to assume the role of Officer in Charge (OIC)-City Accountant and sign the financial statements (FS) of the City and Barangays?
I know that a CPA has to go through a rigorous process, attend many seminars and acquire substantial experience before being able to sign FS. But, I know a city po who put a non-CPA as OIC while waiting for the retired City Accountant’s extension of office memo from CSC.
Can someone please enlighten me on this?

An OIC should be of the same qualifications po. Employees designated to positions with duties involving practice of profession shall be required to possess the necessary professional license. Since that is an accountant position dapat may license po si OIC. Maraming criteria po please refer to ORAOHRA, Section 13 if im remember it well.

For designation to critical positions in the local government units such as Provincial/City/Municipal Government Department Head, a copy of the office order shall be furnished by the HRMOs of the LGUs to the CSC FO concerned within thirty (30) days upon its issuance. Employees designated to positions with duties involving practice of profession shall be required to possess the necessary professional license.
