Question: Another thing to be discussed po is the process of earmarking and obligation po sa LGU. Currently the PO sa LGU namin is hindi na bumabalik sa budget for obligation. Sa submission pa lang ng PR nag-obligate na. Kasi wala naman daw sa form na kailangan ang signature ng budget or accountant. Sa national kasi may funds availability na portion sa PO.
