Regarding sa Three-Salary Grade Limit also known as Quantum Leap na rules in promotion ng CSC:
Tama po ba si HR na hindi pwede mag apply ang isang empleyado na SG-8 Admin. Assistant II sa position na SG-22 Assistant Department Head?
Ang hierarchy of position pala sa office na yun, below ng SG-22 (vacant position) is may SG-15 Admin. Officer IV (siya nag apply), below naman niya is yung SG-8 na empleyado na gusto rin mag apply. Kaso na disqualified ni HR because of that quantum leap.
Although kung titingnan naman sa minimum qualification nang position na yun, pasok siya in terms of eligibility, training and has a 15 years work experience sa same office.
Nabasa ko yung other exceptions doon may nakalagay naman na taking into consideration the candidate’s superior qualifications in educational achievements (kaso wala siyang master’s degree), highly specialized training (I think pasok siya dito kasi same seminars naman ang na puntahan nila ni SG-15), relevant work experience (indeed pasok siya dito) and consistent high performance rating (pwede).
What do you think tama ba si HR, na hindi pwede talagang mag apply si Admin. Assistant II sa Assistant Department Head na position? 🤔
