Legal Basis: Submission of Cash Planning Report (CPR) to the BTr

Treasury Circular No. 5-2018 dated 31 August 2018 is the legal basis requiring national government agencies and other agencies to prepare and submit a Cash Planning Report (CPR) to the Bureau of the Treasury (BTr).

The CPR provides detailed daily estimates of cash requirements of national government agencies for each quarter, consistent with their Monthly Disbursement Program (MDP) or Budget Execution Document No. 3 submitted to the Department of Budget and Management (DBM).

The CPR is required to be submitted to the Receipts, Investment and Disbursement Division (RIDD) of the BTr, every 10th day of the last month of the preceding quarter. If the 10th day falls on a weekend or holiday, it will be submitted on the next business day.

The CPR is used by the BTr to estimate the daily cash requirement of all national government agencies.

The CPR is jointly prepared by the Budget Officer and the Accountant in coordination with the Head of Planning/Planning Office and the Program/Project Implementing Office/Unit or Project Management Office/Unit of the departments, bureaus, offices, agencies and operating units.
