Pwede bang ma-delay o hindi i-release ang Mid Year Bonus ng isang Agency dahil wala pa itong basis ng Performance Rating ng mga empleyado nito?

Question: Hello po, is it proper po ba sa isang agency na ma-delay yung pagbibigay ng Mid-Year Bonus sa dahilan na hindi pa tapos ang processo ng SPMS?

Ang sabi po sa DBM Circular sa pagbibigay ng MYB under 5.3.1 merong satisfactory ang individual employee, hinde po nasabi dito ang SPMS although kasama sa performance rating eto per CSC guidelines, pls enlighten us po salamat

Best Possible Answer:

Under National Budget Circular Number 579 dated January 24, 2020, item 7.0 provides that, “ x x x the Mid-Year Bonus equivalent to one (1) month basic salary as of May 15 of a given year shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of same date, to be given not earlier than May 15 of every year, subject to the rules and regulations provided under BC No. 2017-2 dated May 8, 2017.”


In relation thereto, BC No. 2017-2 dated May 8, 2017 provides that, “5.1.3 Personnel has obtained at least a satisfactory performance rating in the immediately preceding rating period, or the applicable performance appraisal period. If there is a need for a shorter period, it shall be at least ninety (90) calendar days or three (3) months, provided that the total or aggregate service under Item 5.1.1 hereof is complied with.”


The policy requires as among others, that before a personnel shall be entitled to the Mid-year Bonus, the personnel shall have obtained “at least a satisfactory performance rating” in the immediately preceding rating period or the applicable performance appraisal period.


Take note po that there are no other performance appraisal method that government employees use except those sanctioned or used by the CSC and that is the SPMS. Thus, while the DBM circular did not specify SPMS as “the method” of appraisal and evaluation of performance, but because it is the only one sanctioned/recognized as the government performance appraisal merhod, the DBM policy must be refering to SPMS.


That brings us to the main question: “is it possible na ma delay ang pagbibigay ng MidYear Bonus sa dahilan na hindi pa tapos ang proseso ng SPMS?”
Yes possible, lalo pa if the head of office requires that all IPCRs and DPCRs or OPCRs are to be submitted for purposes of determining who shall and shall not be entitled to the Mid-year Bonus on the basis of performance rating alone (possibly as the first requirement).
