What’s the legal basis on allowing job order and/or contract of service workers in the government to go on official travel?

Q: Hi GABOTAF! Magandang Umaga! No relationship between employee – employeer. Under Contract of Service po sila just for three (1) months. Tanong ko po. Bakit po allowed sila mag-travel at magmonitoring. Baka may idea po ang mga Accountant and COA natin. Salamat.
