FEATURED FORUM: Is it allowed to promote an employee more than 3 Salary Grade higher?

Good day, ask ko lang kung limited ba sa 3 salary grade (SG) ang promotion?

For example, an employee with Civil Service professional eligibility:

From SG 3 to SG 7 sana, kaso hanggang SG 6 lang ang pwede ibigay dahil sa rules of only 3 steps lang pwede.

Question: May specific ruling po ba about sa ganitong case na up to 3 steps lang ang pag angat, kung meron po anong basis?

It is indicated in the ORA-OHRA about the rules in Quantum Leap. You may read about it in the said reference. Usually in exceptional circumstances the said rule may be justified but with due consideration to the mentioned rules in the ORA-OHRA

There are exemptions to this rule based on Section 97 of the 2018 ORAOHRA.

Based on experience, we usually prepare a Resolution indicating the reason/s why the proposed appointee shall be promoted more than 3 SGs higher from their current position. What we cite in the reso are the superior qualifications of the proposed appointee vis-a-vis the requirements of the position, and that they have undergone deep selection (with proper documentation of deep selection). The reso shall then be transmitted to CSC along with the appointment papers.
