Good morning, question po. Ang per diem po ba is considered as a compensation? Pano po if may special allowance (may office order po about dun) ung employee for service n gnawa nila during travel period kc necessary sa work nila (weekend po yun) ts ngclaim p cla ng per diem nila, considered po b yun as double compensation?

if regular employee and the activity could not be done on working days chargeable to compensatory leave or overtime unless there is an authority to render OT.
Panu po ba yun mga jo na may travel ng sabado po? Pwede din po bang mkakuha?
Magulo ang tanung , parang nagsisimula pa lang magtrabaho, dapat magbasa basa din
medyo vague ang tanong.. if may ginagawa yung nag travel that is covered by regular salary. Either sa official station or official travel paid ang bawat araw. If saturday and sunday that should be adressed by another form of compensation like overtime pay if allowed pero dapat compliant sa rule on overtime. Per diem is usually associated with official travel it is not a compensation. Maybe we should ask what is the basis of the special allowance.
Nakasaad b sa office order that the special allowance shall cover transportation expenses of the employee?

Per diem shall normally conform with EO 268 as amended by EO 298. However, if a memorandum from the agency’s central office allows the reimbursements of per diem higher than the rates given in the said EOs, the memorandum should be uniform for all regional offices in the case of NGAs, board of directors for GOCCs, and the president of the Philippines for LGUs.
Otherwise. COA shall assess if any expenses reimbursed through per diem/travel expense vouchers are illegal, irregular, unnecessary, unconscionable, excessive or extravagant. If proven to be so, they may be subject to possible disallowance.
