AUDITING | Who audits the Commission on Audit (COA)?
I understand that it is a constitutional commission and therefore derives its mandate and authority directly from the constitution. It should therefore take the corresponding constitutional accountability on fiscal administration over its funds just as, if not more than, any government agency. Ang COA din mismo ang nag-au-audit sa COA. Meron isang opisina sa loob ng COA na nagsasagawa ng audit sa transactions ng COA.
Parang ganito lang din yan, who releases the budget of the Department of Budget and Management (DBM)? Answer: ang DBM din ang nagrerelease sa sarili nya ng kanyang budget. Meron isang nakatalaga na Budget and Management Bureau upang gawin ito.
