Gender and Development (GAD): “At least 5% GAD Budget” explained

Hi. May tanong po ako regarding sa GAD Budget. Paki-explain naman po eto “At least five percent (5%) of the total agency budget appropriations authorized under the annual GAA shall correspond to activities supporting GAD plans and programs. The GAD budget shall be drawn from the agency’s maintenance and other operating expenses (MOOE), capital outlay (CO), and personal services (PS). It is understood that the GAD budget does not constitute an additional budget over an agency’s total budget appropriations.”

“GAD budget is by attribution. Meaning, agencies dont set aside (i.e., appropriate) a separate budget for GAD activities; instead, agencies integrate GAD activities into their regular programs. Hence, it may be inappropriate to say that agencies can charge an activity from the GAD fund — because there’s actually no separate fund for GAD activities. While it is true that the GAA set a 5% threshhold for GAD activities, the same does not pertain to a separate budget that should be set aside by the agency; instead, at least 5% of the total cost of the agency’s regular activities must pertain to GAD. “The provision is very clear that the 5% gad budget shall be utilized for identified gad plans and activities. Other ppas outside of identified gad plans and activities maybe attributed to gad but the payment of which cant not be charged to 5% gad budget. Kami sa lgus kelangan pa aprobahan ng dilg ang 5% gad ppas. LGUs (barangay, municipality, city, province) do prepare separate budget for GAD. They even submit to DILG their GAD plans and budget for review. If you notice, LGU people are very active in GAD activities which include, among others, the setting up of VAWC desk in every LGU unit. “Ibig sabihin lng na ang 5% GAD is integrated na doon sa PPAs ng agency. Mag attribute ang agency kung ilang percentage is GAD related sa PPAs nila para makuha nila yung at least 5% of the total agency budget. Meron yang tinatawag na HGDG or Harmonized Gender & Development Guidelines para malaman if anong score or % of attribution ang GAD related sa PPAs.” – by Leny M. Venus
