Who Are Entitled to RATA? Are all government officials entitled to it?

Question: Good morning po Ma’am/Sir. May I ask the concept about RATA po? Lahat po ba ng Head of Offices pwede mag claim ng RATA? What about sa mga Constitutional Commission na Head of Office po? Sabi kasi ng kasamahan ko Ma’am/Sir na hindi daw sila allowed mag claim ng RATA kahit Head of Office sila. Thank you very much po and God Bless 😊
