Sender: Good day po, kailangan ko po talaga ang opinion niyo about salary payment, kasi marami na ang nahang up na empleyado. Sabi ng HR namin hindi na po required na antayin pa ang approval ng Civil Service sa Appointment, signature ng head of agency is sapat na para basis ng salary payment. To be follow na lang po daw ang approval.
Tama po ba si HR?

Can an employee claim salary pending the validation of appointment by the CSC?
Your HR is correct. Rule VI Section 17 of the ORAOHRA states”If the appointee has taken his/her oath of office and assumed the duties of the position,he/she is entitled to receive his/her salary at once without awaiting the approval/validation of his/her appointment by the Commission. The appointment shall remain effective until disapproved/invalidated by the Commission”.
