Is a new non-teaching employee of DepEd, hired during the current year, entitled to uniform and clothing allowance?

Question: Good Evening, I have inquiry regarding UCA or Uniform/Clothing Allowance.

I was hired in DepEd as admin assistant II with plantilla item on Jan. 27, 2020. I did not have it last May since I was only almost 4 months in service. Now this July I reach the 6 months of service, can I still claim or avail the clothing allowance even if it was already released in May for those permanent employees, thank you for the response, God bless us all.
