Are Local Accountants required to be part of the Local Finance Committee (LFC)?

Question: Hi Gabotaf! Is there any circular/executive orders from DOF, DBM or COA that includes the Local Accountant as member of Local Finance Committee? Can the Local Accountant refuse to be a member of LFC?
