I think pwede pa rin ibigay ang RATA, considering na it is beyond our control kung bakit hindi tayo nakaka-function. Same with the JOs na ibibigay ang sahod kahit hindi napasok. And its true kahit nasa bahay eh may dalang work
Work from is still official work, counted pa rin as if working in the office
Abnormal nman ang situation ngaun and maybe beyond one’s control

Di po ba may number of days po na dapat naipasok para maka receive ng kumpleto na RATA. Hindi din po siya kakaltasan kapag ang leave na ginamit ay force leave. In this case po, hindi naka leave yung tao at considered na hindi absent yung empleyado? 🤔
From the term itself…”work from home” there is a presumption that tasks are being done…aside from that, a workplan has to be submitted for this kind of arrangement for justification.
I think this should be given. Because despite of lockdowns dept heads still communicates and various meetings are held to come up with best solutions. So technically, they are still doing their jobs.
No firm clause or provision to cite but in my opinion – you may grant 50% of RATA since 11 workdays have been rendered this March before strict quarantine protocol was issued. The remaining 50% may be put on hold muna until clarified with COA Auditor or other guidelines. Work from home arrangement/enhanced community quarantine does not entail expenditures for representation or transportation, since no meetings are being held and the quarantine presupposes no transportation expenses being incurred by the incumbents since stay at home nga. IMO lang.
