BIR Forms 2305 and 1905: What are the rules?

Question: Hi po mga ka GABOTAF! Ask ko lang po. Sino ang nagproprocess ng BIR FORM 2305? Is it the employer(HR) or si employee?

Also if new hired sa government do I need to give HR a copy ng BIR form 1905? Although hindi sya part ng requirements.
