walang direct prohibition ang RA 9184 pero highly discouraged kasi concurrent appointments as BAC member and Head of BAC Secretariat diminishes the effectiveness in carrying out their functions.

The creation of the composition of the BAC amd the Secretariat is at the discretion of the HOPE... it is also anchored on the principle of trust and confidence... therefore... there is no prohibition as the BAC Vice chairman to be appointed as Head of the BAC Secretariat.....
