It should be in an aggregate amount. If we will rely on a transaction basis, the petty cash custodian might buy an item with 999 pesos in order for him/her to circumvent the requirement. Example if per item basis, does this mean he/she can buy 100 items costing 999 pesos each with a total amount of 99,990 pesos even without quotations? It will affect the objectivity of the rule if that would be the case.
It should be per item.
