Is a school head doing the task of canvassing (procurement) entitled to daily travel expenses?

It depends, if the school head is entitled to Representation and transportation allowance, he is no longer entitled to the daily travel expense. If not, he is entitled to actual fare with the regular transport service. However he can be entitled to use taxi or other mode of transportation in some cases like for example he has a bulk of documents to carry and its hard to carry in the usual mode of transportation like jeepney or bus, you can hire a taxi but that is subject to justification.
