What’s the remedy for employees with COA disallowances but have already retired and some transferred to other agencies?

Q: Hi GABOTAF, what should we do?

COA has issued its COE in connection with their ND way back 2012 and they want us to withhold the salaries of the persons liable, however, some already has retired while others transferred to other agencies.

What is our remedy for the COE?
