Are Job Order Employees exempted from paying the P500 registration fee to BIR?

Question: Are Job Order Employees exempted from paying the P500 registration fee to BIR?

Problem: The BIR personnel in our municipality collected P500 from JOs with or without existing TIN. But, when these JOs went to the RDO, the BIR personnel there informed them that JOs should be exempted from paying the said P500 fee.
