An Accountant is receiving honoraria under a Special Project, is he no longer entitled to overtime pay for works other than the Special Project?

If an employee is receiving #honoraria on a #SpecialProject, can he no longer claim #OvertimePay for workloads other than the those under the Special Project?

Good day. This query is for DBM and COA.

As per DBM Circular 2007-002 on payment of honorarium, it was stated that claimants of honorarium are not entitled to overtime pay or cto, or vice versa.

I am an Accountant of an NGA and as part of a special project we implement, i am receiving honorarium.

My question is, can i claim overtime pay or cto for overtime rendered outside of the said projects? My overtime service was rendered during the closing of books and it has nothing to do with the special project.

Is it conclusive that when someone claims honorarium for a certain project, he/she can no longer claim overtime regardless of the purpose to which the overtime was rendered? refer to 4.10 of DBM BC-2007-2 dated 10/1/2007.
