How and where to request funds to cover Monetization of Leave Credits (for NGAs)?

Query:

Hi po! Gusto ko po sana mgtanong regarding monetization of leave credits. Marami po kc ung ngpamonetize samin, then naestimate ko na d na kakayanin ng NCA for the last quarter na icover lahat nga nagpamonetize. Paano po mgrequest ng fund for payment of monetized leave credits?

Sa pagkakaalam ko po kc dapat kunin lng un sa saving at the end of the year pero my mga nakita ako sa NCA listing sa DBM website na my mga nrelease na payment for Monetized leave credits.

Response:

Pursuant to National Budget Circular No. 573, which you can download here, provides:

[The] Pension and Gratuity Fund (PGF) under the Special Purpose Funds (SPFs) shall be used to fund/pay the pension requirements, Retirement Gratuity and Terminal Leave benefits of optional retirees including those retiring under R.A. 1616, monetization of leave credits of government employees, separation and incentives for those affected by restructuring, merger, streamlining, abolition, or privatization. To request the release of funds under the PGF, which, by the way, is classified as For Later Release under the General Appropriations Act, the Agency must submit a Special Budget Request to the Department of Budget and Management (DBM), Central Office or Regional Office, whichever has jurisdiction over the Agency, including the required supporting documents.

Please be reminded, however, of the deadline for the submission to the DBM of request/s requiring the issuance of Special Allotment Release Order (SARO) and/or Notice of Cash Allocation (NCA) which is on November 15.
