When does a cash advance become COAble?

Question: Good day. Just want to ask if magiging COA findings po ba talaga yung magre-refund ka ng excess cash advance (CA) dahil hindi mo na po gagamitin? Regular programs po ito. Kasi yung sa Accounting namin parang nagagalit kasi bakit daw ako magrerequest ng cash na hindi ko kayang ubusin. Ako daw bang sasagot sa COA pag may AOM?
