Simula noong nakaraang taon (2025), ang mga empleyado ng gobyerno ay makakatanggap ng taunang Medical Allowance na nagkakahalaga ng ₱7,000.00 bawat kwalipikadong empleyado.
Ito ay ibibigay isang beses kada taon bilang tulong para sa kanilang health maintenance at medical needs, alinsunod sa Section 7 ng Executive Order No. 64, s. 2024 at DBM Budget Circular No. 2024-6.
Ano ang Medical Allowance?
Ang Medical Allowance ay bagong benepisyo na ipinagkakaloob sa mga civilian government personnel. Layunin nitong suportahan ang kalusugan ng mga kawani sa pamamagitan ng subsidyo (subsidy o financial assistance) para maka-avail sila ng Health Maintenance Organization (HMO) services at sa iba pang medical expenses.
Magkano ang Medical Allowance?
Ang bawat kwalipikadong empleyado ng gobyerno ay maaaring makatanggap ng hanggang ₱7,000.00 na medical allowance. Saklaw nito ang lahat ng kuwalipikadong civilian government employees, ayon sa guidelines ng DBM.
In what forms pwede ibigay ang medical allowance?
Ang medical allowance ay maaaring ibigay in two forms: 1) Health Maintenance Organization (HMO)-type benefits; or 2) Cash.
Ito ang alintuntunin ng Department of Budget and Management (DBM) ukol dito:
The Medical Allowance may be granted in the form of HMO-type product coverage, which could be availed by either government agencies concerned or their respective employees’ organizations/groups.
It can also be in cash form for those who will avail their own or pay/renew their existing HMO-type benefit; and for those who paid their medical expenses, such as but not limited to hospitalization, emergency care, diagnostic tests, and medicines, due to the difficulty in acquiring HMO-product given the following:
1) Their localities/communities are identified as Geographically Isolated and Disadvantaged Areas (GIDAs);
2) Their localities have no adequate HMO branch or office of a licensed HMO company; or
3) The application of the personnel concerned in acquiring HMO coverage has been denied by an HMO company.
Such arrangement, however, is without prejudice to the preference of employees to opt out from group purchase, and individually avail of another HMO product.
Kailan ibibigay or pwedeng matanggap ang medical allowance?
Hindi katulad ng ibang mga allowances at bonuses na mayroong nakasulat sa guidelines kung kailan ito ibibigay, ang medical allowance katulad ng clothing allowance ay walang eksaktong petsa na nakalagay sa guidelines kung kailan ito pwedeng matanggap.
Gayunpaman, naglagay ang DBM sa guidelines ng panuntunan kung kailan pwede na itong ibigay. Ayun sa Budget Circular No. 2024-6 ang medical allowance ay pwede ng ibigay kapag:
- [Item 8.2] The personnel are already in the government service and are to render services for at least a total or an aggregate of six (6) months of service in a particular fiscal year, including leaves of absence with pay, as well as those services rendered under any of the alternative work arrangements prescribed by the Civil Service Commission.
- [Item 8.3] A newly-hired employee may qualify for the grant of the Medical Allowance after rendering six (6) months of service.
Samakatuwid, ayun sa nasa itaas na mga kondisyon, pwede na ibigay o gamitin ang medical allowance kapag ang empleyado ay nasa gobyerno na at ito ay magsisilbi (are to render) ng anim (6) sa loob ng particular fiscal year.
Sa kabilang banda, ang bagong empleyado naman ay pwede na makatanggap ng medical allowance after rendering six (6) months of service.
Konklusyon
Ang ₱7,000 Medical Allowance ay isang makabuluhang hakbang ng pamahalaan upang kilalanin ang pangangailangan sa kalusugan ng mga kawani.
Ito karagdagang suporta na magpapagaan sa gastusin ng mga empleyado at magpapatibay sa kanilang kakayahang maglingkod nang mas mahusay.
