Quick Summary of FY 2024 PBB Rules
Eligibility Cutoff
An agency must score at least 70 out of 100 points across four core areas (Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results).
Disqualification Clause
If an agency gets a rating lower than 4 in any specific criterion, responsible units/officials are isolated and excluded from the payout.
Bonus Rates
Eligible employees receive 45.5% to 65% of their December 31, 2024 basic monthly salary based on their agency’s overall score.
Expected Release Window
Validations run through late 2026, with payouts scheduled between October and December 2026.
Qualified government employees may start receiving their Performance-Based Bonus (PBB) for Fiscal Year 2024 in October, the Department of Budget and Management (DBM) said during an interview with Bagong Pilipinas Ngayon program aired over state-run PTV-4.
So, inaasahan po ngayong buwan (July 2026) magkakaroon – magsa-submit na po ang iba’t ibang ahensiya para po sa performance reports nila (We expect that this month, various agencies will begin submitting their performance reports),” DBM Assistant Secretary Gerald Janda said in the subject interview.
Para naman po by October until December ay makakapagsimula na po ng pag-grant ng PBB sa mga qualified employees (So that by October until December, the granting of the PBB to qualified employees can begin),” he said.
Individual Eligibility Checklist
Even if your agency is eligible, you must personally meet all four criteria to qualify:
1. Performance Rating
At least Very Satisfactory for FY 2024.
2. SALN Filing
Filed your 2023 Statement of Assets, Liabilities, and Net Worth (SALN)
3. Cash Advances
Fully liquidated all FY 2024 cash advances within prescribed deadlines.
4. Administrative Record
No final judgment of administrative or criminal guilt rendered in FY 2024.
5. Minimum Length of Service
You must have rendered at least 9 months of actual service in the government during FY 2024 (January 1 to December 31, 2024). If you rendered less than 9 months but at least 3 months of service in FY 2024, your bonus will be pro-rated.

Agencies listed here have achieved at least 70 points in the EO 61 TWG/AO 25 Secretariat evaluation and received official authorization to process payouts.
Note: We do not have direct access from the list of eligible agencies from the EO 61 TWG/AO 25 Secretariat but we can still determine which agencies are eligible through the NCA Listing from the DBM website.
If an agency received a Notice of Allocation (NCA) from the DBM, it means the agency is eligible to the 2024 PBB; hence, we use here the NCA Listing as basis.

List of Non-Compliant Departments and their Attached Agencies to Agency Accountability Requirements for FY 2024 PBB
Below is a list of agencies which are not compliant with accountability requirements for FY 2024 PBB.
What does this mean?
As stated in Item 5.0 of EO 61 TWG Memorandum Circular No. 1, s. 2026, an agency shall be considered eligible for the FY 2024 PBB upon attaining a total score of at least 70 points. However, if the agency receives a rating lower than 4 in any of the Eligibility Criteria, the unit(s) and/or individual(s), including the head, that are most responsible for the said criterion shall be isolated and excluded from the grant of the FY 2024 PBB.
In addition, compliance with the Agency Accountabilities enumerated under item 6.0 of the MC shall be considered in determining the eligibility of responsible units and individuals for the grant of the FY 2024 PBB. The unit(s) and/or individual(s), including the head, that are most responsible for the Agency Accountabilities with which tie agency is non-compliant shall also be isolated from the grant.
For this purpose, the agency’s Performance Management Team or its equivalent unit/body in the agency shall determine the unit(s). head(s), and/or individual(s) to be isolated from the grant of the FY 2024 PBB.
