GABOTAF — the Government Accountants, Budget Officers, Treasurers and Auditors Forum — is an independent resource built for one audience: the Filipino public servants who keep government finance running.
We started in 2018 as a small forum where accountants, budget officers, treasurers, and auditors across national agencies and local government units could ask each other the questions no manual seemed to answer clearly. COA circulars, DBM budget issuances, and CSC resolutions are dense by design — accurate, but rarely written for the people who have to apply them under a deadline. That gap is still what GABOTAF exists to close.
Today the site is a full library of guides, in English and Taglish, covering the benefits, allowances, and compliance rules that shape life in Philippine public service: PERA, leave credits, GSIS and PhilHealth, salary grades and tranche adjustments, PBB, bonuses, and more — each one grounded in the actual circular, resolution, or executive order it comes from, not secondhand summaries.
Because reading a circular and knowing what it means for your own paycheck are two different skills, we also build free interactive tools: salary and tax calculators, a leave credits monetization estimator, salary grade verifiers for both national agencies and LGUs, and quiz-style challenges like Game Ka Na Ba? and Allow or Disallow? that turn COA audit rules into something you can actually practice.
GABOTAF is independently run and is not affiliated with any government agency. Everything we publish is for educational purposes — a starting point for understanding your rights and benefits, not a substitute for your agency’s official guidance or a basis for any government transaction.
