The Fiscal Year (FY) 2024 Performance-Based Bonus has been officially approved, with qualifying government employees set to receive between 45.5% and 65% of their December 31, 2024 monthly basic salary, depending on their agency’s performance score.

The grant is authorized under EO No. 61 TWG Resolution No. 2026-1 (approved on July 2, 2026) and implemented through EO No. 61 TWG Memorandum Circular No. 2026-1 (issued on July 3, 2026).

What is Performance-Based Bonus (PBB)?

The Performance-Based Bonus is a government incentive that rewards national and local government agencies — and their qualified personnel — for meeting performance targets, improving service delivery, and practicing sound fiscal management.

Unlike the mid-year and year-end bonuses, which are granted uniformly, the PBB amount depends entirely on how well an employee’s agency performs against a standardized scoring system.

Why the FY 2024 PBB Took This Long to Release

On June 3, 2024, President Marcos signed Executive Order No. 61, s. 2024, suspending Administrative Order No. 25, s. 2011 and Executive Order No. 80, s. 2012 — the two issuances that formed the legal backbone of the entire PBB system.

This was done to allow a Technical Working Group (TWG), chaired by the DBM Secretary, to review and streamline the Results-Based Performance Management System (RBPMS) and the Performance-Based Incentive (PBI) System.

Importantly, the suspension of AO 25 and EO 80 has not been lifted. The FY 2024 PBB is being granted as a special, one-time exception authorized directly by the Office of the President and implemented through fresh TWG guidelines — the same mechanism used to release the FY 2023 PBB back in November 2024.

Until a new executive issuance formally replaces AO 25 and EO 80, expect this year-by-year, resolution-driven approach to continue.

Who is Entitled to the FY 2024 PBB

Coverage is broad, but eligibility is assessed at both the agency level and the individual employee level. Both gates must be cleared.

Covered Agencies

• National Government Agencies (NGAs), bureaus, and offices

• Other Executive Offices (OEOs)

• State Universities and Colleges (SUCs)

• Government-Owned or -Controlled Corporations (GOCCs)

• Local Water Districts (LWDs)

• Local Government Units (LGUs)

• Congress, the Judiciary, and Constitutional Commissions (encouraged, not mandated, to adopt the guidelines)

• Commission on Human Rights and the Office of the Ombudsman

Only personnel whose salaries are charged against the Personnel Services (PS) allocation qualify. This includes employees in regular, contractual, and casual positions.

Workers under Job Order (JO) or Contract of Service (COS) arrangements are excluded.

Individual Eligibility Requirements

To qualify for the 2024 PBB, An employee must:

• Have obtained at least a Very Satisfactory performance rating for FY 2024;

• Have filed their 2023 Statement of Assets, Liabilities and Net Worth (SALN);

• Have liquidated all FY 2024 cash advances within the prescribed deadline; and

• Have no final judgment of administrative or criminal guilt rendered during FY 2024 (a penalty of reprimand alone does not disqualify).

Who is Excluded?

An employee is disqualified for the grant of 2024 PBB if they:

• Were on leave for the entire fiscal year;

• Were found guilty by final judgment of an administrative or criminal offense committed during FY 2024;

• Failed to file their 2023 SALN; or

• Failed to liquidate FY 2024 cash advances on time.

Board members of DBM-covered GOCCs are subject to additional conditions involving meeting attendance and length of service.

How Much is the FY 2024 PBB and How is it Computed?

The 2024 PBB rate is tied directly to the agency’s total performance score, out of a maximum of 100 points, applied against a 65% ceiling of the employee’s monthly basic salary as of December 31, 2024.

Allowances such as PERA are not included in the base. An agency must score at least 70 points to be eligible at all.

Full-year employees get 100% of the rate above. If you joined mid-year, retired, resigned, or took an approved leave during FY 2024, your share is pro-rated:

When Will You Receive the FY 2024 PBB

Qualified government employees may start receiving their Performance-Based Bonus (PBB) for Fiscal Year 2024 in October, the Department of Budget and Management (DBM) said during an interview with Bagong Pilipinas Ngayon program aired over state-run PTV-4.

“So, inaasahan po ngayong buwan (July 2026) magkakaroon – magsa-submit na po ang iba’t ibang ahensiya para po sa performance reports nila (We expect that this month, various agencies will begin submitting their performance reports),” DBM Assistant Secretary Gerald Janda said in the subject interview.

Janda also said the assessment results are expected to be released in September or October, allowing agencies to begin granting the incentive from October until December. [PNA]

“Para naman po by October until December ay makakapagsimula na po ng pag-grant ng PBB sa mga qualified employees (So that by October until December, the granting of the PBB to qualified employees can begin),” he said.

To be eligible, a government agency needs to achieve a minimum score of 70 points across all categories, as provided in the guidelines. However, agencies that receive a rating below 4 in any eligibility criterion, will be disqualified to the grant.
