Every Month (Year-Round Benefits)

Before diving into the monthly breakdown, let’s cover what every government employee receives on a regular monthly basis:

Benefits Common to Government Employees

  • Personnel Economic Relief Allowance (PERA) — ₱2,000.00/month [read Full Guide]

Benefits Applicable Only to Certain Government Officials

  • Representation Allowance and Transportation Allowance (RATA)applicable only to qualified government officials; rates are set under the General Appropriations Act (GAA) and DBM guidelines

  • Extraordinary and Miscellaneous Expenses (EME)also applicable only to qualified government officials; rates are set under the GAA

  • Communication Expenses (CommEx) — also limited to select officials and personnel

These four are the baseline. Everything else comes on top of these, depending on the month.



1st Quarter Benefits

January

  • Monthly Salary

  • Medical Allowance — ₱7,000.00/year. No specific release month is mandated by the guidelines, but it is typically released early in the year, provided the employee has rendered or is expected to render at least six months of service during the current year. [read Full Guide]

As you can see, there are not many benefits to be gained during the first quarter of the year, except for the regular salary and PERA.

In practice however, if excess cash allocation allows and approved by the Head of the Agency, the medical and clothing allowance are usually released during the 1st quarter. Otherwise, these are released during the 2nd or 3rd quarters.



2nd Quarter Benefits

April

  • Monthly Salary

  • Uniform/Clothing Allowance — ₱7,000.00/year. The exact release timing depends on the agency’s cash programming, but the second quarter is when it typically comes out.

  • RATA, EME and CommEx (for certain government officials)

May

  • Monthly Salary

3rd Quarter Benefits

July

As you can see, there are no additional benefits during the months of June, July, August, September, and October. That means you’ll have to wait five whole months for the next bonus in November.



4th Quarter Benefits

October

  • Year-End Bonus (YEB) — equivalent to one (1) month basic salary based on the rate as of October 31 [read Full Guide]

November is arguably the most benefit-heavy month outside of December, with both the YEB and Cash Gift typically released together.

However, December, much like November, holds great promise. It’s here that additional benefits can be anticipated, subject to approval by the President, such as the highly awaited Service Recognition Incentive (SRI).



December

  • Monthly Salary

  • Productivity Enhancement Incentive (PEI) — ₱5,000.00/year (now subject to prior authorization from the President due to suspension of the Performance-Based Incentive System under EO No. 80, s. 2012) [read Full Guide]

  • Collective Negotiation Agreement Incentive (CNAI) — up to ₱30,000.00/year (as of FY 2025), subject to availability of funds [read Full Guide]

  • Service Recognition Incentive (SRI) — ₱20,000.00/year (as of FY 2025), subject to presidential authorization [read Full Guide]

  • Performance-Based Bonus (PBB) — equivalent to a percentage of one (1) month basic salary; the release month varies depending on agency eligibility, but December has been the most common release month in recent years

December rounds out the year with the most number of variable incentives, though most are subject to conditions, funding availability, or presidential approval.



Benefits Based on Length of Service or Agency Milestones

These benefits are not tied to a specific month but are released once certain conditions are met:

  • Step Increment (Length of Service) — an increase in monthly salary after three (3) years in the same position [read Full Guide]

  • Loyalty Pay — ₱10,000.00 upon reaching 10 years of service, plus ₱1,000.00 for every additional year of service after every five-year interval [read Full Guide]

Benefits That May Be Released Any Month

These benefits depend on individual circumstances or agency decisions:
