Naku, yung ibang sumagot dito hindi nagbabasa ng GAM. FYI po, End user ang nag pre prepare ng ORS in coordination with Budget Division/unit kaya nga sila yung signatory sa Box A. Yan ang hirap naghahire ang agency ng walang experience sa government budgeting kaya nangangapa.
ang dv po is accounting. serially numbered ang dv and may accounting entry. so hindi pwede na end user ang gumawa. sa ORs its the budget officer. may control number din ang ORs, so hindi pwede kahit sino ang gumawa. sya ang nkaalam kung may budget/allotment pa ba o wala na. pero pwede na isa sa signatory sa ORs is the end user para malaman din nila kung meron pang natirang budget sa kanilang section/division.
Ideally per division/ unit para namomonitor nila ang budget/projects nila. But wag po tayo close minded, some offices kasi may ERP or accounting system na computer generated ang mga docs. So naging ideal sa kanila na isang office lang ang taga process.
