Theoritically end user but in practice, ang ORS ay sa Budget division because not all end users have technical expertise to do it correctly. In short, for facility, agencies modify yet comply with rules.
Like in our agency, the office of UN affairs, we do not expect them to prepare ORS unless each end use has its own accountants. If such is the case, are we not duplicating work?
Sa amin lang ba na ang supply and property unit (GSS) ang gumagawa ng ORS and DV? 😅
Samin po kase, magsusubmit ang end-user ng ors and dvs then pagdating sa budget, sya maglalagay ng mga details like ors #, obligated amount then pagdating sa accounting, kami po gagawa ng mga computations sa tax, and isusulat namin ang tamang amounts sa DV then saka ipapasign sa accountant, and RD/ARD.
