Hello po Admin! I would like to know the real concept of CONAP (#Continuing #Appropriations).

Saklaw ba sa CONAP ang mga #unobligated expenses na na-incur sa #prior #years?

Example: If may training expenses na na-incur sa 2018, peru hindi na-obligate within the same year, maari ba syang i-obligate sa 2019 gamit ang CONAP?

    Supposedly, before the Agency closes its books/reports at year end, it should have accrued all expenses incurred. Hence, unobligated expenses should have been avoided.

    Pag i-obligate kasi yung training expenses ng prior year sa CONAP ng current year, may epekto ito sa Financial Statement ng year kung kailan naincur yung expenses. Undestated yung training expenses ng prior year. Hence, technically, only obligations incurred in the current year can be charged against the CONAP of the current year.
