Question:
Sender: Ask ko lng po sana sa group if ano ba interpretation nila sa “regardless of time” ng EO77?
Does it mean per day basis ang allowance and literaly we will not consider the travel times?
Say umalis from official station ng 9:00 na, so tapos na nakabreakfast. Entittled pa rin ba xa sa 30% meal component? At if arrived na xa from destination ng 11:30 am, entitled pa rin ba xa sa 30% full meal?

The “regardless of time” statement replaced those specified time/hours for meals stated in the previous issuances, for me, so be it. I think meals should be claimed in full, “regardless of time”. Or depends on your internal arrangement subject to budget availability [of funds] as well.

He is allowed 30 percent meals regardless of time of arrival BUT less the portion of meals provided at the event from arrival time. Same thing with accommodation he is provided 50 percent of the DTE regardless of time of arrival but that would be deducted from his DTE IF accommodation was already provided. This is considering the other provision where if any of the allowances were provided at the event it should be deducted from the DTE computation.

Yes po. Unless, otherwise, may supporting document ka na di siya eligible to receive the meals component of the DTE (E.g., Purchase Order- In house trainings niyo, Memorandum, Office Order, etc.)

Yes per day basis. Kasi nagkakagulo sa time of departure at di mo masabi oras kung kailan sila nakakarating sa venue. Regardless kasi possible malayo pero di trapik. Or lagpas 50km pero trapik. Lugi naman yung pinatravel na di siya makaclaim ng oras na ginugol nya sa byahe.
