Salary increase for government employees in 2024?

The scope of Salary Standardization Law of 2019 is only until next year, 2023. Under the said law, the salary increase for government employees shall be implemented in four (4) tranches beginning January 1, 2020. This year, the implementation of salary increase is already at its third tranche which means, available resources permit, the fourth tranche will be implemented next year, 2023. Can the HR of an agency hold the salary of a new employee pending the approval of his appointment papers by the CSC?

Sabi daw po ng HR nila hindi pa pwede mareleased yong sahod nya kasi wala pa yong appointment order from the Civil Service Commission (CSC). COAble: Supreme Court upheld COA’s decision to disallow certain Philhealth benefits

Philhealth tried to appeal saying that these benefits were granted in good faith; however, the Supreme Court was not convinced and instead reiterated COA’s decision that granting these benefits requires prior approval from the President.
