[Forum] Are Job Order Workers not eligible to apply for a regular (Accountant) position just because they do not have IPCR, or if they do have, the same is not acceptable as supporting document?

Sender: Hello gabotaf. May CSC rulings po ba na automatic disqualified ang job order for a promotion position dahil sa walang syang IPCR?
May case po kasi sa amin na yung applicant ay 4 years na job order then nag-apply sa plantilla item na Accountant III pero dinisqualify agad ng HR kasi job order daw po and walang effect daw ang ‘IPCR’ ng JOs sa ranking.

Si JO/COS do not accomplish IPCR form. Still pwede mag apply but not a promotion to the position but rather as a new/outsider applicant. No need to submit IPCR. Si IPCR may weight din sya for insider applicants.
The applicant to the position of Accountant III has to meet the minimum requirements as enunciated in the qualification standards of said position as pointed out by Jah Alpuerto in his comment.
For the issue on ratings for IPCRs, corresponding additional points shall be given for performance of those applicants who submitted to the HRMPSB their IPCRs, particularly gov’t employees who are mandated to accomplish IPCRS.
As for disqualification by the HR, one of the functions of HR in RSP is the initial screening of applicants’ documents based on CSC criteria and policies as adopted by the HRMPSB.
So that if the applicant does not meet the minimum qualifications after evaluation by HR, then he/she is to be disqualified from the short list. Additionally, if in the structure, Accountant III is a promotional item, i.e, there is in the structure an Accountant II and Accountant I items, then in this case, a job order staff applying for Accountant III shall be disqualified as job order positions do not belong to the career position. Those employees in career positions are considered for promotions.
However, if Accountant III is an open or entry position in the structure, then it is to be opened to all, including job order staff, who meet the minimum requirements.
Kung JO ka you would be applying as an ‘outsider.’ No need ang IPCR.
Although the IPCR is the basis for the performance rating, but if the applicant meets the minimum QS, he should be considered. That’s all there is to it. Meet the minimum QS and you shall be considered. If that (IPCR Rating) is the logic of your HR, they are discriminating against qualified applicants who don’t have an IPCR.
Follow the EETE sa QS. Education, Experience, Training, Eligibility…as the only bases…..IPCR rating has weight though…but IPCR as JO/COS has a value
Check the qualification standard first kung na meet. And as long as na meet yung QS na yan, then kasama na po sya sa assessment. IPCR is one of those na basis for assesement.
I was once a JO, pro my ginagawa kmi dti (di p ipcr angvtwag dun way back 2003😂) so dpt meron (kung nirerequire pdn ngayon😁)… If same agency k, from jo to permanent dpt my ipce xmpre dun ka nagtratrabaho e so dpt meron tlga… If outsider k nmn like from ibang govt agency to another e malamang d n hanaoin ipcr mo, min reqts lang katalo na😂😂😂
you can apply but during assessment, wala kang points sa IPCR.
Grabe naman kung edisqualify.IPCR is one rqts graded during evalution nong credentials.If absent iyon e d wala kang grade non.
I think dapat magentry position ka mna as Accountant 1 b4 u reach Accountant 3.

Aside from the IPCR, other performance evaluation instruments used for JO/COS will suffice the basis n evaluating the performance..
