DBM-CHED-COA Circular prohibiting the use of tuition fees to pay salary differential of SUC Vice Presidents

May copy po ba kayo nga joint circular ng ched (at dbm at coa, di ako sure) na nag prohibit sa mga SUCs na i-source out sa tuition fees ang salary differential ng mga designated Vice President nila sa kanilang local income?
Sabi kasi ng DBM, may mga schools na daw na na-AOM in violation of the said circular.
