Cash Gift

Amount: ₱5,000 per employee per year

Amount: ₱7,000 per employee per year

When Granted: not earlier than December 15 of the current year

Starting FY 2025, civilian government employees are entitled to a Medical Allowance of up to ₱7,000 per year, granted annually alongside other standard allowances. The allowance may be given as a contribution toward HMO enrollment (either agency-procured or individually chosen), or in cash form to help cover actual medical expenses where HMO coverage isn’t feasible. This benefit was introduced to help government workers access health maintenance coverage and manage healthcare costs, addressing a long-standing gap in standard compensation packages for the public sector.

Performance-Based Bonus (PBB)

Amount: up to 65% of monthly basic salary

When Granted: once eligible and funds for the same becomes available

The PBB is a performance-linked cash bonus computed as a percentage of an employee’s monthly basic salary — historically ranging from roughly 30% up to 65%, depending on the requesting agency’s tier and score under the Good Governance Conditions assessment. It is granted to personnel of agencies that pass the eligibility validation, provided the individual employee has at least a “Very Satisfactory” rating. Because agencies are assessed after the fiscal year closes, the PBB for a given year is typically released well into the following year or later. The bonus exists to reward both individual performance and organizational good governance, tying employee pay directly to agency-wide accountability and service delivery results.

Personnel Economic Relief Allowance (PERA)

Amount: ₱2,000 per month

When Granted: Based on agency payroll schedule, usually given together with the first payroll

PERA is a monthly cash allowance of ₱2,000 granted to all civilian government personnel — whether regular, contractual, or casual, full-time or part-time. It is released together with an employee’s monthly salary and is granted for as long as the employee remains in active service. The allowance exists to help cushion government workers against the rising cost of basic goods and services, effectively serving as a fixed cost-of-living supplement regardless of an employee’s salary grade.

Step Increment Due to Length of Service

This benefit grants one additional step within an employee’s salary grade for every three years of continuous, satisfactory service rendered in their present position. There’s no fixed peso amount, since the increase depends on the step-and-grade differential of the employee’s position; it’s granted automatically once the three-year milestone is reached and confirmed by the HR or Administrative Office. The benefit exists to reward tenure and loyalty, acknowledging employees who continue delivering satisfactory service in the same post over time.

Step Increment Due to Meritorious Performance

This is a performance-based step increment granted to government employees who post high ratings across two consecutive rating periods within a calendar year. An employee with two “Outstanding” ratings may receive two step increments, while one “Outstanding” paired with one “Very Satisfactory” (or two “Very Satisfactory” ratings) merits one step increment. It applies to all qualified officials and employees under the CSC’s approved Performance Management System and is granted after each applicable rating period is evaluated. Unlike the length-of-service version, this incentive exists specifically to reward performance excellence rather than mere tenure, encouraging employees to consistently exceed expectations.

Uniform or Clothing Allowance

Amount: ₱7,000 per year

When Granted: Typically released in April of every year

The Uniform/Clothing Allowance (U/CA) is an annual cash benefit — currently up to ₱7,000 for FY 2026, up from ₱6,000 the year prior — granted to civilian government personnel who are expected to render at least six consecutive months of service within the fiscal year, including paid leaves of absence. Part-time employees receive a proportional amount. It is typically released starting the first working day of April, subject to fund availability and the Notice of Cash Allocation. The allowance is meant to help cover the cost of appropriate work attire or agency-prescribed uniforms so employees can meet standards of professional presentation without shouldering the full expense themselves.
