How if the employee rendered 12 years of service but with 54 days of authorized leave with out pay, will the employee still have a chance to have a loyalty pay? if yes, when and how to compute for this ?

As to release, that would depend on when the employee concerned is entitled to loyalty pay i.e., after 10 or 5 years, whichever is applicable.
As to whether it is allowed to release loyalty pay, in view of the pending approval of the FY 2019 GAA, we suggest you ask DBM if your budget for loyalty pay has already been released.
