When should an Obligation Request (ObR) be prepared — before or after the awarding of Contract?
Good day po. Ang facilitation/preparation po ba ng Obligation Requests (ObR) para sa Infra Projects e before the bidding or after the award of the project to the winning bidders?
Ang norm po kasi na ipinapagawa s amin e pinafacilitate ang ObR after na mai-award na yung project sa mga winning contractors.
